Climate Change (cap-and-trade)

Senator Kyl is concerned about the cap-and-trade bill being considered by the House because it is extraordinarily costly and would do little to address climate change.  If the goal is to reduce carbon emissions in order to protect the environment, he believes a strong research and development program which can yield more effective, less expensive technologies is the better approach.
